Scope of Supervised Visitation Services
Supervised visitation services allow children to visit with their parents or caregivers in a safe, structured, and monitored environment. Visits are designed to support parent-child connection while ensuring child safety. Providers are expected to document visit observations, support engagement, and follow all case-specific guidance from the case management team.

Provider Requirements (Minimum Qualifications)
Providers must have the administrative and operational capacity to safely deliver supervised visitation. In addition, provider must adhere to DCF and FPoCF standards and guidelines. Required documents once selected to move forward with contracting include:
- W9
• Liability or professional insurance
• Required education (Bachelor of Social Work, Psych, Human Services, or related field)
• DCF Trauma-Informed training or other approved training
• Driver’s license + vehicle insurance (if transporting)
• Level II background checks
• Abuse Registry checks

What is the scope of service?
The scope is standard supervised visitation. Providers monitor and document parent-child interactions to support safety and permanency.
Does this include Therapeutic Supervised Visitation?
No. This recruitment is for non-therapeutic supervised visitation only. Providers who qualify for therapeutic visitation may contact us separately to begin the normal contracting process.
Is transportation required?
Transportation is not required. However, providers who can transport for supervised visitation will be prioritized due to the significant transportation barriers families experience.
How much will providers be paid?
Providers will propose their flat rate, fee for service contract rate. FPOCF will review all submissions and establish a general reimbursement average based on the rates offered, budget availability, and the service model (i.e. transportation included, etc.)
Which counties will I serve?
We are recruiting for all four counties, Orange, Osceola, Seminole, and Brevard. Priority need is Orange and Brevard due to the volume of cases and current capacity.
Where will visits take place?
Supervised visitation can take place in any setting that is safe, appropriate for the family, and consistent with the court order and case plan. Providers who do not operate a formal visitation center may use community locations or other environments that support safety and privacy. Some Family Partnerships sites may also be used when space is available and pre-scheduled in advance.
Why is FPOCF recruiting now?
Supervised visitation is one of the highest demand services in the system at this time. It directly affects safety decisions and permanency timelines. Recruiting additional providers reduces service gaps and strengthens outcomes for children and families.
What happens after I complete the interest form?
Your submission will be reviewed by Provider Partnerships. If selected to move forward, the Contracts Unit will follow up with the Request for Qualifications packet and document requirements.
