Executive Team

Phil Scarpelli, President and CEO

Phil Scarpelli is president and CEO of Family Partnerships of Central Florida. He joined Brevard Family Partnership, the predecessor organization, in November 2018 and in May 2024 led the organization in expanding its growth to serve four counties encompassing two circuits, rebranding the organization as Family Partnerships of Central Florida.

As a long-term servant leader, Phil has been involved in Florida’s child welfare system since the inception of privatization, as early as the late 1990s. Previously, he worked as part of the Department of Children and Families central region’s leadership on the professional development and talent management of its middle and senior managers. Prior to that role, he was state director of Key Assets Florida Inc., part of the International Core Assets Group, a leading children’s services provider.

Phil has 35 years of experience in behavioral healthcare and child welfare in clinical and administrative capacities. Throughout his career, he has been committed to children and families at risk and to developing a perpetual learning environment willing to challenge the status quo, relentlessly integrating innovation, inclusion, transparency and trust.

Phil has a bachelor’s degree in psychology and gerontology from Iona College in New Rochelle, New York, and a master’s degree in psychology from Yeshiva University, New York.

Dr. Valerie Holmes, Vice President and Chief Operating Officer

Dr. Valerie Holmes joined Family Partnerships’ predecessor agency, Brevard Family Partnership, at its inception in 2004. She was instrumental in designing and refining the system of care: training and engaging stakeholders through the start-up, privatization, and transition from a state-run to a community-based system.

Valerie was also the founding executive director of CARES, the agency’s division that provides a comprehensive child abuse prevention continuum, serving as the primary researcher credentialing the C.A.R.E.S. Model as an evidenced-based practice through the California Evidenced Based Clearinghouse. She also served on the C.A.R.E.S. replication team and as a master trainer in Wraparound. Valerie led the agency in COA accreditation in intensive care coordination and case management, was awarded several state and federal grants, is a Certified Child Protection Professional and holds a Multi-System Integration Certificate in Juvenile Justice and Child Welfare from Georgetown University Public Policy Institute.

Valerie has worked in social services for 29 years and holds a doctorate in psychology, a master’s in counseling and psychology, and bachelor’s in psychology.

Stacy Peacock, Chief Administrative Officer

Stacy Peacock has more than 20 years of experience in both state and privatized environments within the child welfare and health and human services fields. She oversees the functional areas of human resources, information technology, business analytics and automation, business and property management, information and eligibility services, and administrative support.

Since joining the child welfare lead agency for Central Florida in 2005, Stacy has been instrumental in the roles of vice president of Information and Eligibility and director of administration. Stacy previously served as director of information management at Children’s Home Society of Florida and Utilization Management at the Florida Department of Children and Families. Stacy received a bachelor’s degree from the University of Central Florida.

Donald Johnson, Chief Financial Officer

Donald Johnson has more than 20 years of experience in accounting and finance. As a chief financial officer at Milton Town School District in Vermont, Donald joined the agency in 2019. He holds a bachelor’s in accounting from Michigan State University and a master’s in business administration from Davenport University.
